The Rostec State Corporation and Sergey Shishkarev, founder and Chairman of the Board of Directors of Delo Management Company LLC (the parent company of Delo Group), signed a memorandum of cooperation on April 2, 2026, regarding their joint participation in Delo Group.
The partnership is aimed at strengthening Delo Group’s position as a nation-scale transport and logistics integrator and a leading player in multimodal logistics both in Russia and internationally. To achieve this goal, Rostec and Sergey Shishkarev intend to establish a joint venture, with strategic management to be carried out jointly and operational management delegated to a representative appointed by Sergey Shishkarev.
Rostec’s participation in Delo Group is expected to enable the consolidation of expertise across the entire value chain, from the development of transport infrastructure and the manufacturing of transport equipment to the application of state-of-the-art technologies and the delivery of integrated logistics products and services to Russian and global cargo owners. As part of the cooperation, the parties also intend to contribute to the implementation of the Russian Federation’s Transport Strategy and national projects, including increasing non-resource, non-energy exports.
“The agreements with Rostec represent a logical step in the development of Delo Group as a national transport and logistics integrator, particularly in light of the forthcoming completion of our partnership with Rosatom. I expect that our shared understanding of priorities and approaches to business management, combined with our expertise and competencies, will enable a qualitative transformation of the Group’s business and make a tangible contribution to strengthening the country’s transport sovereignty,” said Sergey Shishkarev.
