Sergey Shishkarev – a member of the Marine Board commented on the results of today’s meeting headed by Deputy Prime Minister Dmitriy Rogozin, Decisions made by the Marine Board under the Government of the Russian Federation help create conditions for integrated development of Novorossiysk transport hub, this includes decisions based on the mechanism of public-private partnership in the spheres of shipbuilding and ship repair, – said Shishkarev.
According to him, the Marine Board resolved to introduce clarity to the Federal Target Programme “Creation of the Black Sea Fleet Basing System on the territory of the Russian Federation in 2005-2020” in order to accelerate modern port infrastructure creation for the Black Sea Fleet in Novorossiysk.
Another agenda issue was raised during the meeting – the question of development plans for shipbuilding and ship repair facilities in Novorossiysk. “Currently ships of The Black Sea Fleet are repaired abroad. In our opinion, life cycle of our ships must be maintained by Russian shipwrights” – Shishkarev observed.
United Ship Building Corporation was charged with the responsibility to investigate into the possibilities for reestablishment of Russian shipbuilding facilities on The Black Sea.
According to the member of the Marine Board, it is impossible to implement plans on Novorossiysk transportation hub development without creation of an effective public private partnership. “Shipbuilding and ship repair should use these mechanisms to the full. State-owned facilities are insufficient”, – Shishkarev stated. This partnership may be especially effective for the recovery of towing, pilot and fishing fleets building sectors of Russia.
During the session the questions of cruise liners and yachts building were also discussed. “It was resolved to improve legal regulatory framework in order to render public private partnership in cruise liners building a truly functioning mechanism”, – Shishkarev explained.
Besides, the session of the Marine Board paid special attention to the preservation of region’s unique ecosystem while achieving the targets.
