Development of transport carriage and circular routes should become the next step in a discussion on possibilities of bilateral cooperation of Russia and Serbia. This point of view shared a member of Expert Council of “Open Government” under the Government of Russian Federation, the President of Autonomous Non-Profit Organization “Centre for Infrastructure Development”, Sergey Shishkarev.
“I think that this is the next phase, without which the cooperation will be less effective for it requires logistic platforms”, – the expert explained. According to Shishkarev such wide-scale cooperation between Russia and Serbia is impossible without transport systems. “Basically, optimization of transport expenses – is one of the key issues in organizing such cooperation because the supply of military equipment, professional engagement and interaction of law-enhancement authorities assumes mutual commodities flow, – says Shishkarev. – It is large-scale cargo that as a rule should be guarded and correctly composed, but no one has had eliminated delivery remunerations”. In his opinion, principal significance lies upon the proper construction of logistic chains, organization and passage through all customs formalities.
According to Mr. Shishkarev, dwelling on the subject of cutting transportation costs, we should draw our attention to organization of circular routes. “Relatively speaking, certain dual purpose military equipment is being transported from Russia to Serbia by unique platforms. Then by the means of same platforms in 20-40 foot containers consumer goods, chemical industry products are transported back to Russia, there also can be some assembly facility” – Shishkarev gave the example of a possible logistic scheme. He noted, however, that currently military equipment is transported by one platforms and other goods – by another ones. “So, it is better to combine it and cut the costs, somebody is paying for that, and you should always save money. The technology of dual purpose works here perfectly”, – concludes Sergey Shishkarev.
In Shishkarev’s opinion, Serbian part for sure will think about finding a way to this logistic problem but Russia has to be prepared for this and instead of pushing away these initiatives create elements of transport network for cost-cutting transportation, for delivery acceleration and for elimination of customs barriers. Moreover, he noted that it would be advisable to engage business-structures because it would be impossible to cover all the expenses by budget funds.
