Today they have presented several projects: 4-D modeling, systems for charging road toll, solutions for implementation of smart transport and intellectual systems. It remains unknown what exactly government officials will put money in. A member of the Expert Council under the Government of Russia, Sergey Shishkarev, said that it is the Ministry of Transport who should plan long-term projects.
Kirill Polyakov familiarized himself with technological novelties:
“I’m holding the electronic automobile number plate. This this the whole perspective system of traffic management. Special chip and antenna are hidden inside of this number plate. The reading limit is beneath the asphalt. When a car passes a certain place – you can determine its speed and location. Besides the Electronic number plates can manage traffic lights. And when a car is moving, for example, the emergency or administrative vehicle – a green light comes on”.
Global replacement of registration plates is not required, electronic chip can be installed additionally to the existing one. Apart from cross-roads regulation, all facts of all violations go to the database as well. Moreover, this method of violation recording is more effective than video-cameras, according to developers. Cameras can confuse vehicles that are going very close to each other; number plates can get dirty or be covered on purpose. Electronic carrier will not be deceived. This development interested Moscow city-council but negotiations drag on. According to program’s developers, Latvia and Morocco showed interest in this technology. Probably the first projects will bloom there first. The electronic number plates will be worth 500 rubles, and fully equipped cross-road – 2 million rubles. The authorities are eying up to this project.

The stakes are placed on ecological and high-speed transport, e.g. electro-cars. In Europe the program presupposes total surrender of traditional engines until 2050. But ideological basis and infrastructure are being formed already today. In Russia they’ve decided not to confide themselves to automobiles.

As they point out in the customs office, roads spoil Russian investment climate. The department said that tt is necessary to re-divide transport flows and to give a part of cargos to railway, sea and air transport. Apart from that, new technologies implementation require legislative basis and there is none. Legislation complexify the creation of toll roads.

“It is supposed that if there is a toll road, there should be an alternative free road. This free road should not surpass the length a toll road more than 3 times. Dues to the underdeveloped transport network, there are places where the toll road could have been built but without the alternative detour”.
The market of toll roads in Russia has grown by 20% comparing to the last year. According to the market players, this tendency will hold on in the nearest future – the business is profitable. The equipment for the toll change constitutes a small part of the total expenses. The most expensive part is the road itself and land acquisition. A lot of lands are in the private property and have to be bought. Therefore, according to specialists, the price of 1 kilometer to St. Petersburg was 180 million dollars. Similar road in France through the Alpes has the same price. But this is an exeption because normally the price of 1 kilometer on flat surface do not surpass 40 million dollars.
